Mr. Bernstein,

My deepest apologies for doing a "fairly incompetent" job of providing
information to you.  After all, yours is the only issue any of us have to deal
with, so we should be giving it more attention.  But in our defense, I must say
our communications go better when we don't have to tell someone the same thing
over and over again.

We address the statement to the Attorney General.  You will have to check with
their office to see who handles these matters there.

Absent a court order directing otherwise, we will not accept a late statement
until the fines are paid.  We notify the employee's agency that the statement
has not been filed.  Further disciplinary action is up to the agency.
