	The government's emergency motion for a stay of the district
court's injunction pending appeal is granted.

	This appeal is expedited. Appellants' opening brief is due on
October 16, 1997.  Appellee's answering brief is due on November 10, 1997.
Appellants' optional reply brief is due on November 17, 1997. All breifs
shall be filed and served by hand or overnight mail.  No extensions of
time for filing the briefs will be granted absent a showing of
extraordinary and compelling circumstances.

	The Clerk shall calendar this appeal in San Francisco for the
week of December 8, 1997.
